The Jean Edmonds Towers, formerly known as the Journal Towers, was originally home to the Ottawa Journal Newspaper.  The property is designated as a historic site in honour of Phillip Dansken Ross (1858-1949), the Owner of the newspaper who was an active member of the community.  The property was renamed Jean Edmonds Towers in honour of the first female executive in the Canadian Public Service.  The two buildings are connected by a single-storey link. Together they offer 551,000 square feet of space, which is occupied by Immigration, Refugees and Citizenship Canada and Canadian Border Services Agency.
